§ 11.04.010. Disorderly conduct.

  • It is unlawful and disorderly conduct for any person to:

    A.

    Act in a violent or tumultuous manner toward another, whereby a reasonable person would be placed in fear of safety for life or limb;

    B.

    Place the property of another in serious danger of being destroyed or damaged;

    C.

    Use fighting words directed toward another, who becomes outraged and thus creates a turmoil;

    D.

    Violently interfere with another's pursuit of a lawful occupation; or

    E.

    Congregate with others to halt the flow of vehicular or pedestrian traffic and refuse to clear the way when ordered by lawful authority to do so.

    F.

    Appear in a public place or in view of the public wearing outer clothing garments such as pants, shorts, or a skirt more than three (3) inches below the hips (crest of the ilium) the effect of which exposes the skin, undergarments, or underwear. For the purpose of this subsection, the term "underwear" shall include any article of clothing garments worn under the outer garments and next to the skin. At the discretion of the officer or person designated to enforce city ordinances, any person violating this subsection may be warned to pull up their outer garments, and if they comply, said warning shall be the only penalty for violation of this subsection.
