No member, while council is in session, shall speak on the subject under discussion
without first being recognized by the presiding officer, nor shall such member speak
longer than three (3) minutes, without the consent of council and no portion of such
time may be reserved for additional opportunities to speak. Only one (1) minute shall
be allowed for rebuttal and if deemed necessary by the presiding officer. When more
than one (1) member of council desires to speak at, or nearly at, the same time, the
presiding officer shall decide in favor of that one who first attracts his attention.
Every speaker shall address the chair, and no member shall interrupt another while
speaking, except to call him to order.
